This means you should only use the license keys provided on sites that are owned, operated and registered to you. If you plan on building sites for clients or customers, you must first purchase an OptimizePress Core license or higher. This will give you access to our Developer packages - which are priced at $249 for 5 API keys. These API keys can each be used on a client or customer site (as long as our developer terms are adhered to).
You can purchase as many developer packs (5 licenses each) as you wish - these will be added to a special area within your own Membership area. Please note your customers/clients will not receive their own logins and you are responsible for supporting their sites (you are of course eligible to ask any questions to our support team). You can certainly upgrade your package from Core to Publisher or Publisher to Pro after you purchase. We provide options to upgrade within the members area after purchase (You will find these on the licensing page) The cost to upgrade currently is the difference in cost between packages - so $100 to upgrade from Core to Publisher for example.
